Ma Chi Ngai Frederico (Fred Ma) is General Manager of Macau SPK (Hengqin) Development Co., Ltd., and former Vice Chairman of All-China Youth Federation and Lifetime President of Macao Youth Federation. He graduated from University of Toronto, Canada, majored in Computer Engineering, and holds a Master’s Degree in Business Administration in Tsinghua University and Doctor’s Degree in Economics in Chinese Academy of Social Science (CASS). Fred Ma has engaged in youth work over a long period and successively served as Founding Chairman of Macao Youth Entrepreneur Association, Chief of the Youth Committee of Macao Chamber of Commerce, President of Macao Youth Federation and a standing committee member of All-China Youth Federation. At present, he serves as Chairman of Macau SAR Science and Technology Development Fund and member of university council of University of Macau, Chairman of Association for Macao’s Delegates to Provincial Committees of the Chinese People’s Political Consultative Conference and Member of the Standing Committee of Shandong Committee of the Chinese People’s Political Consultative Conference. Since 2020, he serves as member of Executive Council of Macao Special Administrative Region (SAR). Mr. Ma once won Medal of Industrial and Commercial Merit awarded by Macao SAR Government.

Established in June 2016 with a registered capital of 580 million yuan, Macau SPK (Hengqin) Development Co., Ltd. is one of the earliest enterprises settled in “Guangdong-Macao Cooperation Industrial Park”. “Sino-Portugal Commerce and Trade Plaza” undertaken by the company, is one of 33 projects introduced to Henqing New Area by Macao SAR Government and also the first project introduced from Macao to Hengqin.
